US 2006 Annual Threat Assessment: Iran has a weapons program, a clandestine enrichment program for two decades in violation of IAEA safeguards, but no estimate for an Iranian bomb

John Negroponte, the first ever Director of National Intelligence, gave the Annual Threat Assessment to the Senate Select Committee on Intelligence in Feb 2006. In it he said that his
“concerns were shared by many nations, the IAEA, and of course, Iran’s neighbours.

Iran conducted a clandestine uranium enrichment program for nearly two decades in violation of its IAEA safeguards agreement, and despite its claims to the contrary, we assess that Iran seeks nuclear weapons.”

He gave no estimate for when Iran might get its first nuclear weapon.
