Israel defined as a nuclear proliferator in US trade law
In 1997, the US government added Israel’s Dimona nuclear research centre to its list of institutions banned from US trade because it engages in nuclear proliferation. Ben Gurion university had earlied been banned from receiving supercomputers due to proliferation concerns. In 1998, the Khan Research laboratory in Pakistan was added. As one law firm reports:
Revisions to the Export Administration Regulations: Additions to the Entity List (62 FR 35334 on June 30, 1997)
Commentary: The Bureau of Export Administration has added the following entities to Supplement No. 4 to Part 744, because they are engaged in proliferation of weapons of mass destruction:
…
Indira Gandhi Center for Atomic Research, Khalpakham, India, for all items subject to the EAR. Khan Research Laboratory, Kahuta, Pakistan, for all items subject to the EAR. Nuclear Research Center at Negev, Dimona, Israel, for all items subject to the EAR. Pakistan Institute for Nuclear Science and Technology, Rawalpindi, Pakistan, (including New Labs Rawalpindi) for all items subject to the EAR.
Section 744 of the Export Administration Regulations is about nuclear proliferation.
A complete listing of suspicious entities is online here. And the relevant text of the Export Administration Regulations are to be found at their database http://www.access.gpo.gov/bis/ear/ear_data.html under part 774)

[...] Various international treaties and US laws restrict trade to countries that have built nuclear weapons. For example, the US “don’t ask” policy is essential because if told the truth, US legislations would mandate the termination of military aid to Israel (the Nuclear Non-Proliferation Act of 1978, section 669 of the Foreign Assistance Act- the 1976 Symington amendment - and the 1985 Solarz amendment). Oddly, the US government declared Israel to be a nuclear proliferator in 1997, when the Dimona nuclear complex and Ben Gurion university were added to a Export Administration Regulation list of entities under trade bans because they engage in nuclear proliferation - a position they share with A.Q. Kahn’s infamous Pakistani institute. France, Britain, Norway and South Africa are also known to have secretly helped its weapons program, as well documented elsewhere. Germany built and gave Israel submarines as launch platforms for nuclear-armed cruise missiles, and is building it more. The USA supplied nuclear-capable Harpoon missles for the submarines, and possibly is providing basing for them in the Indian Ocean. [...]

[...] Note also that Israeli institutions have long been named as nuclear proliferators under US trade law [...]
